Great Post but I can't answer this question without switching a player from Tier 1 and Tier 3

I think Malik Hooker is a Tier 1 starter with Pro Bowl Potential when healthy. Hooker play this past game showed flashes of his Colts Healthy days. Stephen gave Hooker the same contract from the 1st call. Malik found no other better bargain than one year $920K $460K gtd.

If Malik returns to form and peaks into playoffs he command starter $$ on the FA Market.

Kearse gets dropped to Tier 3.

So

Tier 1: Hooker - Why Cowboys Draft Philosphy. They will never draft a starting caliber safety.


Tier 2: Wilson - Why see above Gallup is gone

Tier 3. Kearse - Why see above Hooker & Kearse

Depends on Wilson price but i would draft and WR and let Wilson and Gallup walk because Dallas needs to keep most of the defense in tact. Use the money on defense, having Cooper, Lamb, Turner and Fehoko is a decent rotation. Add a super speed threat in the draft
