I'd support a system that gives you salary cap relief when you IR guys. Say the remaining weeks of a player's base returned.
When a guy that is a 7-8m per year guy gets IR'd that stings like crazy.
Some additional cap room would at least level things out over time so it wasn't quite so fickle.

I like that. Though there's not often a ton of talent available on the street, either. But coupled with expanding rosters so you can develop guys to play your coverages, for example, so you're not picking Ss off the street in week 12 and starting them after 10 days in the system.....

From a fairness perspective, I don't think that could work. Some teams remain pretty healthy throughout the year and would not see any benefit from that. On the flip side you could have teams gaming the system and IR'ing guys for minor injuries, so they could sign another guy. The logistics of it all would basically come down to another adjustment to the CBA and having a bunch of lawyers involved.

Well being healthy is a benefit in and of itself.
But if you are say SF this year you might deserve some financial relief.
Veterans with huge deals getting hurt is league defining right now so offsetting that a bit seems a good goal.
I don't mind parity but a league defined by injuries is not good for anyone.

You make a good point about system manipulation so you could make a couple caveats.
1. Players have to earn at least twice the minimum salary in base. --this means guys just signed long term this year mostly or guys replaceable at same cost don't benefit you.
2. A player must have been active at least 10 games in previous season for the same team.
