Not necessarily, Jerry usually pays the maximum on the practice squad and some teams cheap out and pay the minimum or not much more. These guys are free agents and can go where they please.

The Cowboys actually had a corner that they drafted in the 4th round and the next season tried to put him on the practice squad. He chose to sign to the 49ers practice squad instead because he thought he had a better opportunity with them.

They can go anywhere they want - but they really prefer to stay with their own team b/c they know the system.

Also, PS guys if they do move in the other direction go to weak teams - that is where they have a shot
