The play clock keeps running while a guy is celebrating, dancing, spiking the ball or whatever. The clock only stops when a penalty is called and then the ref has to re-set the clock. If a player or team wants to waste their time celebrating after a 1st down instead of huddling up and getting ready for the next play that is up to them. They may not be ready for the next play or even earn a delay of game penalty. Take another 5 seconds off the play clock and maybe you can nip celebrations because coaches really will be pushing for their teams to huddle up and get prepared for the next play.
You positive on that? Because when the ref can't get the ball and place it for the snap then the clock will stop.
