It does beg the question though.

Who returns kickoffs? Yes, I am assuming Whitehead is a goner.

I'd guess McFadden, a backup DB and/or maybe the 3rd RB assuming there's a change made there. Basically you're looking for someone to make smart decisions and get the ball back to the 25 yd line(at least) when the opportunity presents itself. The rule changes have minimized the KR.
