They still do in about half of the States in the Union. It is only legal in 9 or 10 states for recreational use. Whether you disagree or not, if you are going to live in one of the states that do not permit it, you face risks for possession.

Actually, it is against the rules in his profession only until he's tested for the year. After he passes his first yearly test in April, he's free to use as much as he wants without worrying about another test until the following league year.
