Well, that depends on whether there's a dialogue. If you asked me a question, and I said, "I couldn't care less," and I don't engage in the discussion, then that statement is accurate. A response is not the same as a dialogue.
Second, to say "I could care less" means one does care about the subject. If that's the case, you care more about the subject not less. The statement "I could care less" cancels the idea behind the expression because you're trying to convey that the idea or subject isn't important or is of such a low priority it isn't worth your attention or discussion.
