The NFL’s investigation concluded that Hardy violated the Personal Conduct Policy by using physical force against Nicole Holder in at least four instances. First, he used physical force against her which caused her to land in a bathtub. Second, he used physical force against her which caused her to land on a futon that was covered with at least four semi-automatic rifles. Third, he used physical force against her by placing his hands around Ms. Holder’s neck and applying enough pressure to leave visible marks. And fourth, he used physical force to shove Ms. Holder against a wall in his apartment’s entry hallway
It wouldn't be much of a PR nightmare, It would make headlines for about a week and then go away especially when the reg season starts. Michael Sam was supposed to be this big PR nightmare and that story fizzled out pretty fast.
We don't know exactly what Greg Hardy did we don't have video evidence and charges were dismissed against him. We know exactly what Ray Rice did because we have video evidence. There's no disputing what Rice did. What he did gave the NFL a bigger jolt than the punch he landed to his girlfriends face. The Rice incident made the league and Goodell look bad and could have cost him and others their job. What Rice did had such an effect on society it resulted in a TV campaign against domestic violence. Ray Rice is bad news and I wouldn't be surprised if teams have been told to stay away from him. The league had to reinstate him but teams aren't required to sign him.

On Sept. 9, 2014, Jones spoke to the Dallas Star-Telegram about Rice's indefinite suspension.
"There's no question in my mind, the emphasis we have on spousal abuse in the NFL and the lack of tolerance for it," Jones told the Star-Telegram. "It's intolerable and will be adjudicated accordingly."
If Jones said that with a straight face, then how could he possibly turn around six to seven months later and sign defensive end Greg Hardy, who was charged with throwing his ex-girlfriend on a couch with a bunch of semi-automatic weapons and strangling her? Those charges were eventually dropped when Hardy reached a financial settlement with his ex, so she wouldn't cooperate with the prosecution. Somehow, he has been cleared to play by the league and was seen fit to be a Cowboy. He will still miss the first four games this season for violating the personal conduct clause in all NFL contracts.
Hardy invariably leads us back to Rice.
I am not defending nor making light of the despicable act of violence Rice perpetrated on Palmer in the elevator at a casino in Atlantic City, N.J. But it seems that when it comes to getting a job back in the NFL, part of Rice's reality is that what he did was memorialized on video and shown for the world to see
It's a tough spot for Rice, to sit back and have to count on Jones' hypocrisy as his ticket back to playing the game he loves. But that is the reality Rice faces right now. The fact that Jones blundered in letting his best running back, DeMarco Murray, leave and end up with the NFC East divisional rival Philadelphia Eagles also opens up an opportunity for Rice.
It's pretty clear from watching and listening to recent Rice interviews that he is a changed man. It seems he has matured and grown in that he accepts the flaws in his character that led to his one-time reprehensible violence against the woman he loves. In an ironic way, the Cowboys and Rice seem like a perfect fit. An organization run by someone who wants to win at almost any cost, teaming up with someone who is ashamed of his actions and is looking for redemption and another chance to take it to the house.

Ray Rice may or may not make us a better team but even the Dallas Cowboys cannot handle that backlash. Signing Greg Hardy can be seen as giving a player a "second chance". Signing Ray Rice would make us look like the "pro domestic violence team". We will see immense media backlash as well as boycotts.
This isn't a comment on the innocense of either player but a comment on the PR move related to a Ray Rice signing.

It doesn't matter if you are innocent or guilty if you are a celebrity. There will still be a core of people that feel you are guilty of something. You will find a core of people out there who believe Dez is guilty of domestic abuse due to the rumors a few months ago and the alleged confrontation involving his mother and a baseball hat.
I would rather have him than Ray Rice.
Rice is done. Forget about the bad PR. He can't play anymore.
