It should be handled "in house". (Good luck with that.) All the players, especially the Jenkins and Scandricks of the world, should know what the punishment was. The classroom has to know Spencer was punished, and he should be disciplined. A trip to see the inside of a prison wouldn't hurt. It isn't a fun place to be. Keep getting drunk at night clubs, and you might end up in one.
If he has the time to get drunk and arrested, then, he has time for charity work and working with young, underpriveleged children. Perhaps, his fine should go to charity. He should have to apologize to the team for his actions. It's embarrassing.
If I was Wade Phillips, I would ask him if we need to hold your hand. Do you need "body guards"? I would let him have it. He needs to be held accountable. Spencer needs to remember where he came from, his family. Ask him if he wants to fail them and his teammates who are counting on him to be a player.
I would remind him of the NFL player that was shot a nightclub and killed. Why don't you go talk to the player's mother? Do you want your mom to have to go through that after someone caps you? There are two types of football players that get cut and fail in this league, the ones that can't play and the ones that get into trouble. You can play. Are you willing to throw it all away. How much do you really like playing football? Why would you risk your career by getting in trouble?
