The NFL not so secretly put it out there that they are looking to establish a developmental league as part of their next collective bargaining agreement before the 2021 season. They also think a developmental league would help strengthen the long-term health and sustainability of professional football.
The only way the XFL succeeds if they get ballsy with their draft elgebility rules. If they can somehow get college Sophomores and transfers that have to sit out a year to sign with them it could get interesting. Otherwise it will just be a bad minor league football league that no one will watch
