Hopefully Romo stays healthy and we have a long run in 2016.

For 2017, QB, DE and CB are the highest priority positions for next draft / free agency.
You can only spend so much while retaining dominant OL and retaining a #2WR etc.
I would say CB is lower priority than QB and DE.
So resign Mo or Carr for short term and draft a 3rd or 4th round CB.
I would put QB before DE in terms of priorities.
So QB > DE > CB

Available top QB and DE free agents:
QB: Tyrod Taylor (probowl) and Garappolo.
DE: Wilkerson

Possible Strategies
1) Bet the farm on Tyrod Taylor if he continues to be probowler
.
If the Bills franchise tag him, I would still go for it even if it costs us 2 1st and a lot of $.
With probowl QB and Romo, offense should be absolutely dominant.
Make do with the DE in 2nd/3rd rounds.
If we lose our 1st round for 2017 and 2018, then we may have to wait for 2018 to get a free agent DE.

2) Garappolo is a possible alternative if he shows anything in 2016 (Brady may be suspended).
He would cost less.
We may also have $ to get a decent free agent CB or DE.
He would not be franchised so we can use 1st 2nd and 3rd picks for BPA in QB, DE and CB.
Furthermore, NE will probably be looking to trade him.

3) If QB cannot be had in free agency, then get Wilkerson or best available DE.
To get the best possible QB, trade up in 1st round even if we need to give up 2018 1st and 2017 2nd.
If QB cannot be had this way in 1st, then draft BPA in 1st for CB and DE.
Get another developmental QB (or 2) to compete with Dak.

Other Needs
We will also need a G, SS and perhaps WR later on since Leary, Church, Williams and Butler are UFAs.

I like your Wilkerson deal the most, have not seen the talent in the two QB's you have described.

If Taylor is anything more than a flash in the pan, Buffalo is not going to give up on him.

Well there was 1 exclusive franchise tag player in last 2 years - Von Miller
If they tag him nonexclusively, I would say give up the 2 1st and pay the $20M/yr or so.

No way give up 2 #1's for Taylor or any other QB at this time...just use them to move up in the draft to take one....not 2 #1's, but a 1 and some other picks.
I am not a fan of trading away picks. But to move up in the draft for a QB, possibly, depending on the trade values.

No, nada, nix!!!!!!!!! just continue to draft well and develop the QBs we currently have. With our current roster construction there isn't a FA, in my opinion, I would give up draft picks for nor sign to a huge contract. Remember we need to keep as many of our O linemen as possible. Draft well and develop.

If Tyrod is a probowler AGAIN in 2016, that would be a young franchise QB.
I would do it even with 2 #1s for a proven young franchise QB.
We would be yet for years with a young dominant OL, Zeke, Dez and then a young probowl QB.

2 #1s hurt a lot, but we would have plenty of resources to add to the D after 2017.

Franchise QBs cost a lot.
Eagles and Rams just did it.
I would have traded #4 and 2017 1st round for Goff.

i actually did a quick salary cap calculation.
i think we can keep the ol and get a top qb free agent.

I know it is just a hypothetical but if Romo is still on the roster, there is a zero percent chance we make a large investment in an accomplished starter. It's just too expensive, if Garap performs above average in those four games, he will get a contract comparable to the one Osweiler just signed.

if you wait till 2018, possible free agent qbs are stafford, bortles, carr, bridgewater...
most would have received extension.

buffalo is one team that decided to push the envelope with potential franchise QB.

Tyrod Taylor is a dual-threat QB probowler in 2015 with rating of 99.4, comp % of 63.7%, 20 td and 6 int, and 568 yards rushing.

I know who they are just have not seen the talent for the compensation you are discussing.

Dak runs a 4.79 and unproven in pro offense.
Taylor runs a 4.51 and has 99.4 rating and probowler.

Dak can run regardless of speed, besides we are not asking him to be a RB. As far as QB play goes, yeah Taylor has had more time in the NFL to prove himself, but the point is moot because if he repeats his numbers, Bills won't let him go.
