...exactly. Thats first scenario I concluded with. Qb was running, he is now a ball carrier. What is he suppose to do?This was a hard hit, but I don't see how it's a penalty. Fields was running what is he supposed to do?

I already said he didn't. If he did, then you could hit someone in the foot and it could be considered the head and neck "area". The whole purpose of the rule is to prevent concussions, either by hitting the head or neck bones which can be driven into the head.

A player who initiates contact against a defenseless opponent is responsible for avoiding anillegal act. A standard of strict liability applies for any contact against an opponent, even if his body position is in motion, andirrespective of any acts by him, such as ducking his head or curling up his body in anticipation of contact.(a) Players in a defenseless posture are:(1) A player in the act of or just after throwing a pass (passing posture)...(b) Prohibited contact against a player who is in a defenseless posture is listed below. However, these provisions do not prohibitincidental contact by the mask or helmet in the course of a conventional tackle or block on an opponent:(1) forcibly hitting the defenseless player’s head or neck area with the helmet, facemask, forearm, or shoulder, even if theinitial contact is lower than the player’s neck, and regardless of whether the defensive player also uses his arms to tacklethe defenseless player by encircling or grasping him;

The refs more like seen an opportunity to screw us over as usual. It was close enough for them to call it. Even though they knew it was not.the refs blew it. It was legal. Wheat played a helluva game.

Most on here would love our QB to be hit like that. Then would stand up for the refs if it was not called.It was pretty close. I don't think anybody here would have a problem with it if it was our quarterback getting hit like that and a flag coming out.
The Steelers had a man illegally downfield when they scored the td in the 4 th quarter that was not calledThat clearly shows the helmet hitting under and into the chin.
I thought it was legal. Within 2 steps of the pass being made, led with shoulder...still confused.
