Because that's the rule teams exploit to push forward their remaining cap room at the end of the season. They insert completely unreachable, often ridiculous incentives into a contract, and they're deemed "Likely To Be Earned." Does anyone in their right mind consider it likely -- or even possible -- that they'll be earned? Of course not.
