Will McClay has turned down multiple general manager offers to leave Dallas. He has proved to be an excellent director of scouting, in which the Cowboys have drafted more pro bowl players then any other team over the last decade. Sure, he has had some misses, so so do all scouting departments around the league. Point is, he has a successful track record.
With over 20 years without even a Conference Championship appearance, the Jones Family has failed, without the train robbery deal for Walker, it is debatable they ever win a championship since they bought the team. Will Jerry/Stephen give up the power? Only happens if someone who they respect convinces that the best course of action; Jimmy, Bellicheck, Saban are the type of coaches with clout that can try to convince them, try is the key word. Sad thing is, we may already have a strong GM in the building and he doesn't even have the job in McClay!
