It is very unlikely the shots he is receiving contain cortisone (corticosteroids).
I think it is more likely that he might be receiving some from of a local anesthetic to a very sensitized structure in his back that while reasonably "healthy" is prone to sending pain information to the brain from motions that aren't actually causing harm or injury to his back. This is unfortunately often the result of injury to some parts of the body that result in innervation of structures by pain receptors that are not normally present.
Having said that, it is certainly quite possible that Romo's career has a much higher probability of ending sooner than expected due to further back injury. Once one segment gets significantly injured not only is it more prone to injury but so to are adjacent levels as they are all quite interdependent upon each other.
In terms of the plan to replace him, the problem is each draft typically only has about one person who will become a top-10 QB. Most such players are drafted in the top 10 of the draft. Right now we are unlikely to get a pick high to enough to select this player based upon the quality of the team and it is also unlikely that we could easily trade up to get this player without forfeiting most of this draft as well as a significant chunk of the next 1-2 drafts. But that would wreak havoc with our ability to maximize our chances to win a title with Romo still playing.
If we want to do I still think the best way to do it is to trade for a future 1st rounder. Maybe we could trade our 2016 1st rounder for a 2016 2nd rounder and a 2017 1st rounder. This gives us two 2017 1st rounders. We see if there is a QB we like and if we have the ammunition to get a franchise QB. If we don't like the QBs then we do the same kind of a deal again so we have 2 first rounders again the next season and see if we have the ammunition to get a franchise QB again. Ideally at some point we end up with a top 10 pick in a season with a QB that we really like and can trade up to snatch him.
