On top of that the maximum for TC is 83 players and it used ot be 85 if you had guys in NFL Europe. That means at most you can retire 17 numbers before you simply can't do it any more. This isn't baseball with 25 man rosters or basketball with 12. Football rosters are huge. With the Practice Squads that is 61 players.
You also need to consider that positions have number restrictions. What happens if we no longer have numbers for all of our LBs because we have retired 7 numbers?
Their numbers are clearly displayed in the Ring of Honor. It works. There is no need to fix something that is not broken.

What's the solution? "Expand numbers into the hundreds?" That ain't happening.
Accept the fact that we, as fans, shall not outlive the sport itself. When we are dust, generations long after us will very likely be labeling Cowboys wearing 8, 22 and 88 as the greatest of all-time and their names will not be Aikman, Smith and Irvin.
Be at ease. Cowboy immortals are forever (literally) enshrined in the Ring of Honor and Pro Football Hall of Fame. If you wish to pick up the torch of fighting injustice, try addressing the exclusion of other Cowboy greats who have not been similarly honored. And trust me. There are a few who played before the 90's.

Three of those players deserve the Hall of Fame and have deserved it forever. Perkins was every bit as good a player as Little, if not better.

Actually it's a 61 man roster when you add the 8 man Practice Squad because they are assigned a number too. Then you have to consider that in Training Camp there are 83 players on the Roster and all are assigned a number.
