I can tell you from my experience of interviewing hundreds of people. If I interviewed a lot, I either didn't have the candidate or was meeting EEOC requirements.
This is not like either Big Mike or Lewis were unknowns to the Joneses. They hung out at meetings, which is where Booger formed a relationship with Fisher. Every HC at those meetings was in a constant interview process with potential future employers. And every owner and GM had their eyes open for candidates.
One thing about Booger, he's a kinetic guy and filters through the feel instead of audio or visual. You will hear him often refer to that over how something looks or sounds. He was already predisposed to Big Mike before they ever talked about the job. He'd been watching him for a long time and had seen him coach against his own team often.
The "interview" was more about how do we fix this than the traditional job interview. Booger knew what he'd been making and that he was on other teams' lists and had already turning down an interview and offer last year. He was not a desperate man, he knew he'd get a HC job somewhere so I am optimistic that Booger approached this not from the comfort level as much as he needs the right man to fix this. An underachieving and inconsistent team is a specific challenge and I saw two men for this job and the Skins got the other one.
