Yep, that's the whole point in the first place. Does Payton even take the job with the conditional Moore attachment?
If he did, then yes it's another Garrett/Wade, Moore/McCarthy set up for failure.
But if hired with the understanding that Payton runs his offense then yes, that is a substantial upgrade and justifies the hiring somewhat even if other meddling continues.
It ain't hard to figure out. If you're gonna hire an offensive minded HC, at the very least that HC should have authority to run his offense.
If not, don't take the job.
