Normally the #1 pick is known in advance. #1 drafting team has plenty of time to assess and make a decision without any time pressures. Its draft day and still no word. I believe one of the following is happening:
1. Its all down to money. Browns are playing the various QBs off each other to get the best value. They'll draft whoever accepts the lowest or least guaranteed contract.Typical Browns.
2. Their preferred QB does not want to play in Cleveland. There's a game of chicken going on - "draft me and I'll sit out for a year........."
I think the reason CLE is playing so close to the vest is because they also have pick 4. They don't want teams to know in advance so that pick 4 retains most trade value.
