Because Pettigrew is more of a blocking TE and doesn't offer a whole lot in the passing game. Scheffler, when healthy is one of the better pass catching TE's in the league. The Lions tried to run a lot of two TE sets last year and it didn't work because Heller, Nordin, and Matthews are all better blocking TE's as well.
