If he is in the substance abuse program they can't cut him. He gets a warning, then 4 games, then one year suspensions. However if he isn't in the substance abuse program and he fails some kind of drug test then they can cut him no problem. Also I believe that if you're not in the substance abuse program then the first failed test or something similier you automatically get suspended for the 4 games, no warning.
That's what Quincy Carter's grievence with the Cowboys was, he felt he was cut because of a failed drug test and not because of his play on the field.
The NFL's substance abuse problem works a lot like any other place of employment's SAP does. They can't fire you for seeking help with your problem which is what the SAP is about.
If i got any of this wrong, somebody feel free to correct me, but this is how I remember it, when all the QC stuff was going down.
