I doubt he wanted zero sacks and no turnovers. Look, they had a game plan and what he's describing is that game plan. They didn't execute it as well as they wanted, but they won in spite of that.
Now if you want to talk about why that's the game plan, that's a different story. The Commanders have the most loaded receiving corp in the NFL and the Cowboys are one of the most banged up teams in the secondary in the NFL. Combine that with a team whose best pass rusher might be a CB, and you see why the plan was to make them drive the field methodically, not give up big plays and make them play error free. It worked and the Commanders continually stalled in the redzone.
Get used to it, because until the secondary heals up, this is going to be a common game plan.
