I kind of agree with BP's old school philosophy. You don't put a QB out there unless you think he's ready. From what I hear, neither Gibbs nor Saunders thinks he is. You can tell whether he is from the practice repetitions he gets.
Putting a QB in their thinking that "real game experience" will help him fails more than it succeeds when he's not ready. He's sat for a year, but that was learning a different offensive philosophy. This is a whole new one, and is much more complicated at that.
