I learned that tip originally from the Mom of Martin Scorsese. I think it came up cause she cooked a real pasta meal playing Tommy's Mom in the scene in "Goodfellas" where they had the mob guy in the trunk and stopped off at Mom's to eat telling her "the car hit a deer" when she noticed blood on his collar.In any case, as @shabazz said, you want to do the final cooking of the pasta in the pan with the sauce almost like a sautée. This is why in Italy the sauce is fully incorporated into the pasta instead of sitting on top of it.
