Draft mobile QBs. Run them, giving them an extra dimension that veterans with huge dead money lack. Spend that 15-20% of your cap elsewhere.
If you hit on a real QB, now you have a real team around them.
Dak had a historic rookie season. But it turned out he's not a historic QB, just a good one who landed in the driver's seat of a dominant run game. For a year.
With a real team around him, a decent QB can look great.
