I don't think Houston has the cap space to take on Cousins and he'll be pricier than Romo in terms of picks.

Jimmy G will also cost more in terms of draft picks.

Knowing Jerry's relationship with Tony, Houston felt pretty confident Jerry would not renege on that agreement.
