All time, I think it was Glenn. He cost way too much and produced way too little.
From a fan perspective, I think it was Bill Bates. When he played there were so many fans who would tout him as one of the best Safeties in the league. The reality was that he was very limited in coverage to the point of liability. I just never thought he was very good. I liked him, but I never believed he was anything more then a limited STs and Nickle role player. JMO.
C'mon man. You saw first hand what happens when Flozell is out of the offense. Bledsoe goes from Pro Bowl QB to washed out QB. Petitti goes from promising rookie to draft flop. Bill goes from "right on track" to "too conservative." Witten's numbers drops. The rushing game struggles. There is no way people can still think Flozell Adams is overrated. He's only been to one Pro Bowl, it's not like Larry Allen, where he was still going ever year after prime.
