It's easer to list what Dak does worse than Rush than better.
The main difference, from what I've seen is Dak has more overall caution in his passes and less decisive action in getting a ball to a contested receiver.
He will read fast. A lot of experts that watch film confirm that. Fisher, you may hate him, had a whole episode on that talking about how Dak reads very quickly when you look at tape. But Cooper has that gunslinger attitude Dak doesn't and may try to force a 50/50 ball sometimes where Dak won't. Cooper reads, but makes a decision fast. Dak reads but picks the target or tries to that's his best result.
Dak benefits from guys like Gallup and Cooper that get open. Cooper will take risks and shots at guys like Brown.
The folly is to assume one is better than the other by some natural instant assumption. Romo was great at "throwing receivers open" Dak is not.
They're all different. Dak over his career has shown he's the better overall QB. Rush seems to have a bit more gunslinger in him.
It's not easy to quantify. Dak is more talented than Rush. But how you want to see someone is very subjective as a fan while the coaches have to figure out who they fit best in their scheme
