PHOENIX -- While a proposal has yet to be formalized, the Washington Commanders will make a trade offer to the Chicago Bears aimed at acquiring two-time Pro Bowl weakside linebacker Lance Briggs, agent Drew Rosenhaus and two league sources told ESPN.com late Monday night.

Washington will propose a swap of first-round draft picks in this year's draft -- the Commanders own the sixth overall selection and Chicago has the 31st choice in the lottery -- in exchange for Briggs. The potential deal, which is expected to pick up steam on Tuesday morning as the annual NFL meetings continue here, would be contingent on the Commanders signing Briggs to a long-term contract.

Having failed last spring to consummate a long-term contract with Briggs -- reportedly a seven-year, $33 million deal on which both sides worked for several weeks before the negotiations collapsed-- the Bears employed the franchise tag last month to keep the four-year veteran off the open market.

Briggs, 26, told ESPN.com three weeks ago that he preferred to be traded or have Chicago rescind the franchise tag and make him a free agent rather than return to the Bears. He said he would "not play one more day" for the Bears. He subsequently told Fox Sports that he would sit out the entire 2007 season rather than play for Chicago under terms of the franchise marker.

On Monday afternoon, Briggs arrived at the resort hotel where NFL owners are meeting and met briefly with Bears general manager Jerry Angelo.

"It was good in the sense that we talked man-to-man," Briggs said. "But not much changed [during the meeting]. But it was good, a positive step, in that we both know where each other stands in this thing."

Subsequent to that meeting, Briggs spoke with representatives with a few teams, including the Commanders. The standout linebacker spoke with Washington owner Dan Snyder, coach Joe Gibbs and general manager Vinny Cerrato. At some point in the evening, the Washington brass determined to make a play for Briggs, and there were discussions with Rosenhaus about potential contract parameters.

Rosenhaus, who has struck several deals with Snyder, said later Monday that reaching a contract agreement with the Commanders was "a strong likelihood." But he also acknowledged that Washington still had to formalize a trade proposal and the Bears had to accept.

"But it's a win-win situation," Rosenhaus said. "Chicago only wants to sign Lance to a one-year contract anyway. If they made the trade, they would move up 25 spots in the first round and be able to choose one of the premier players in the draft. And Lance, obviously, would get the long-term deal he wants [from the Commanders]. It's a good resolution for everyone."

By using the franchise marker on Briggs, the Bears ostensibly made him a one-year qualifying offer worth $7.206 million. Briggs has the right to negotiate with any team and to sign an offer sheet. If the Bears decline to match the offer sheet, the team which signed Briggs would have to send Chicago a pair of first-round draft choices as compensation. But such compensation is considered prohibitive, and pretty much precludes an offer sheet.

The kind of trade the Commanders will propose makes more sense for all of the parties involved. There have been rumors for much of the offseason that the Commanders wanted to trade out of the No. 6 slot in the first round. And a deal for Briggs, one of the NFL's top young linebackers, would represent the kind of big splash Snyder likes to make. It would also allow Chicago to get value for Briggs and to rid itself of an unhappy player.

A former University of Arizona standout, Briggs was chosen by the Bears in the third round of the 2003 draft. He earned a starting job as a rookie, emerged by his third season as one of the NFL's top young weakside linebackers, and was chosen for the Pro Bowl in each of the past two seasons.

Even playing in the lengthy shadow of middle linebacker Brian Urlacher, with whom he has become close friends, Briggs is regarded leaguewide as a top defender and playmaker.

I think this is a good move on their part...this is not a great draft for the #6 pick AND THEIR needs....there is no Julius Peppers, or Shawne Merriman or DeMarcus Ware...they get an outstanding defender and they retain a pick in the 1st round. BUT...they are going to have to pay Briggs a boatload of money...this would give them the kid they drafted last year Rocky McIntosh, London Fletcher and Briggs...for their that is a very good LBer corps

I disagree. The thing that team needs most is an excellent pass-rusher, and they have a very good chance of getting Gaines Adams, the top one in the draft.

Plus, they already have a Pro Bowl caliber OLB on one side, and they spent and early second round pick on an OLB last year. I guess they have already given up on McIntosh.

Admittedly, though, this would give them a helluva LB corps.

well, rocky wouldnt be in there, marcus washington would.

With that said, I truly think this would be a waste. We already have a pretty solid LB corps, dont know why we would try and go out and get briggs for our top pick.

With that said, however, this is said on the fact that SNYDER is trying to persuade gibbs, and it is anything from official at this point (obviously ;) )

They really need a GM...LOL...they are trading the #6 spot for Lance Briggs, which is a good player. But they need DT badly. L. Briggs is not going to be the player he can be if they don't get any DT to protect him..

Why don't they just look for a trade partner and trade down and pick up some extra picks. I'm not a skins fan but this trade makes no sense...I would be pissed if this was Dallas attempting to pull this off.

I like the points argued in the other post about how well his ability as a Weakside LB in the Cov. 2 is greater than being a Weakside LB in the 4-3.

I must be honest, if he can rush the passer, then this would scare the hell out me as a Cowboys fan. He was 10th in the NFL in total Tackles this past year which is expected from that position in that scheme.

Lucky for us, he only has 3.5 Sacks in his career (1 in 2006).

I'm really pulling for Washington to do this deal, as it would net them another out-of-scheme player (Archuleta, Duckett), while sliding them all the way down behind us in the first round.

I don't know how Vinny Cerrato still has a job in the NFL.

anybody else remember when edgerton hartwell had a good year in baltimore and then he wanted out and found his way to atlanta.

He never did a thing once he was there and If the skins trade the 6th overall pick for this guy, well that is pure insanity.

I'd be happy if the Skins do this. It's supremely stupid and hilarious.

Briggs is a good player, no doubt. But he won't be good in Washington. They'll use him wrong. He isn't a pass rusher. (Doesn't he have like 3 sacks in his whole career?)

So this trade is beyond stupid.

It does show that they have no intention for Rocky McIntosh to ever be anything other than a special teamer.... a fact the Commanders faithful could never seem to grasp. Those bozos were certain they had the next Ware sitting on the bench and was being kept off the field for some conspiratorial reasons. No, he was kept off the field because he sucked. And the Skins gave up 2 2nd-round picks to get that joke.

In fairness to them, I don't think they wanted Rocky. If I recall correctly, they traded up to the 3rd pick in the 2nd round to go LB. I think they were hoping to get DeMeco Ryans or D'Qwell Jackson. But those guys went #1 and #2 in the 2nd, so the Skins were sitting there having to take some LB. They defaulted to taking another moron from "the U."

I almost feel bad for the team. It's like laughing at a ******** kid trying to do calculus. They are just so pathetic. The only reason I allow myself to laugh at them is because of their idiot fans who pound their chest about how brilliant their team and FO is. How can people, who apparently have enough intelligence to not choke on their own tongues, still not see what a joke their franchise has become and revolt?

When asked about such an offer Commanders owner Dan Snyder confirmed to FOXSports.com that he in fact wanted to make the move and they were waiting to talk to Chicago. In fact, Snyder spent a couple of minutes talking to Briggs, who showed up with Rosenhaus at the meeting.

Snyder and football operations man Vinny Cerato left to find head coach Joe Gibbs regarding the deal. But before leaving Rosenhaus informed Cerato that he in fact spoke with the Bears and they were waiting an official call from the Commanders.

Snyder needs to think this thing through, stay at #6 and draft Gaines and improve their line first.

The funny thing is the guy has 3 sacks in 4 years. He's a "cover me up and i'll make Tkls" guy. 6 Ints in 4 years as well. As another poster was saying, he's not a dynamic player. He'll get ya 100 Tkls if protected, but they could get Gains Adams up there at #6, and he has a chance to be dynamic. Most teams don't pick that high very often and when you do, you had better try and get a cornerstone. I don't see Briggs as a cornerstone. I hope they do this!!

Snyder, Gibbs and old Bug Eyed Vinny must be allergic to good draft positions.

They could get a guy like Adams to help shore up their line and in doing so help their LB and Secondary corps.

But instead they want a name via FA.

Don't get me wrong. Briggs is a heck of a player but somehow I just don't see him fitting into a team that needs help on their D line.

But hey...if it makes them happy. :D
