Jones gave Owens and Williams huge contracts despite the fact Owens was a cancer and Roy Williams couldn't cover any TE in the league.
This is a very broad and harsh complain so let's investigate.

Guess by Jones you mean Felix. If that's the case the argument really applies to what one game his rookie season where he was taken out of the game plan against Washington?? Certainly Felix is a big part of game plans nowadays when he is healthy enough to play and his contributions have been strong.
Austin? See above. Miles has been given chances in parts of three different seasons but he struggles to stay healthy. Jerry Jones claimed Austin was the play-making equivalent of T.O. this off-season. Unfortunately Austin was hurt 2 weeks into practice thus lost a chance to start week 1. He also had a couple route issues and drops early in the year. with 15 targets he broke out in a major way. Good for him and us, hopefully he can stay healthy and get firmly on the same page with Romo.
Roy Williams31? the guy is starting and playing well in Cincy. Don't be shocked if he actually makes another Pro Bowl. Roy got his money before a lot of rules were put into play that minimalized his intimidation of WRs. Wrs used to tip toe when he was at Safety but now they can't really be hit most times. Our system changed after he got paid and he really struggled in it. The team cut him when it was financially viable.
RW11: Not sure what to say here. The guy has been a valuable player this year. He has ordinary production as a receiver but has been a heck of a blocker and isn't flubbing opportunities. Most of the team's best runs have seen the ball carrier scoot past RW11 on the outside.
Choice: Choice still can not block very well in the passing game. As good as he looks as a runner his pass protection is abysmal. That is usually what keeps young backs butts on benches.
If I was going to argue Dallas couldn't recognize or develop talent I'd want to see players who really blew up elsewhere that failed here. Maybe Jimmy Smith type guys.... Hard to find many recent examples.
