Basic economics suggests the demand for retaining Dak Prescott with a contract instead of a tag increases due to the availability of an established free agent like Philip Rivers. Jerry Jones has Prescott already. He wants Prescott long-term (my opinion but nothing concrete has been established by the front office over the past four years states otherwise).
Projected availability of Prescott via the tag increases supply at the position, which potentially motivates the Chargers' increased demand. Jones could not automatically negate the Chargers' demand with the uncertain provisional outcome of the tag.
Jones' options are gaining two first-round picks versus retaining his perceived franchise quarterback. Jones has danced the two first-round picks waltz before, most notably with Joey Galloway. Would he do so again with the quarterback position in this instance? I highly doubt Jones will do so.
Its actually the opposite He gave up 2 1st round picks for Galloway. In this instance he would be gaining 2 1st rd picks.

Gaining draft picks and still being able to add a quality QB is a nice option to have.
I will not argue who sucks and who doesnt. But there are many QB's who may become available. All with different Pros and Cons. Depending on your preference
Mike is the one who has been studying all year. I believe he will have an imput as to who he believes he can work with. Who has the skills he covets.
This year is unique in that way
The Chargers are interesting in that there is a big Fan Base of Cowboy Fans in Southern California.
In a pool of equally talented QB's. Dak could actually build a solid Fan Base for the Chargers who are going through a huge Transition.
The NFL may actually want this.
Cowboys would lose the beloved Dak but still gain. The all important commodity of draft picks and there would still be a solid QB to fall back on
Win win for everybody.
