Given the context of the conversation, he basically is owed $16 million. Yes, as of now it is only guaranteed for injury, and does not become fully guaranteed until the first day of the league year, but anyone that trades for him or claims him off waivers is on the hook for those same conditions.
That really isn't how the poster I was responding to intended, or how many other posters in this same thread thought it was. And in regards to your scenario, if he was traded or claimed off waivers for a new team, the chances he would be injured is even less than in Washington because he'd be expected to learn the playbook and would not be ready to play for a while. Anyone bringing him in isn't looking for him to be their starter in 2015.
I'd rather have that third stringer in Minny of they waive him.

He came out of my alma mater, Old Dominion, and may have been the first to be drafted. I watched him throughout college. He won the Walter Payton award and was the CMA offensive POY in '12. I was hoping Dallas would pick him up.
It boggles my mind that there are Cowboys fans who want RG3 on our team or are okay with him being on our team.
He is not a good QB. He has absolutely none of the intangibles that you want your QB to have. And I think he'd be terrible trying to run our offense. I pray he never wears the star.
Let some other team deal with his subpar skills and drama.
