Roy Williams seems to have begun his at an unusually young age. I would agree that as he has suffered no major injuries, there is no physical reason that he should not be at his peak right now at age 27. Given that he put up a 1300 yard season at age 24, there was reason to believe he might be capable of becoming an elite #1 type of WR - the sort of guy who can peak at around 1500-1700 yards/season and maybe 10-12 TDs. But it didn't happen and it shows no sign of happening this year. This despite the fact he plays with a Pro Bowl QB who is re-writing all the Cowboys passing records and looks to be one of the statistically most efficient passers of the modern era.
At some point you have to stop questioning the data and just accept it for what it is. Nearly two years is plenty of time to judge a player in his mid-20s. If he hasn't turned it around by the end of the season, the chances that he is ever going to are extremely slim.
