Why?
Because Hogan had creative control and wouldn't do the job.
Don't get me wrong, Russo is a joke. But he did have a point here...how could anybody book a wrestling promotion when Hogan could just show up and want to work and wouldn't job?
The problem that wrestling companies have is that when they need funding, the money people want the big names...particularly Hogan and Nash...if they are going to invest. But the money people don't understand that wrestling is about the ability to develop new stars. Ideally you want the big names to give the young and up-n-comers the rub...but the big names almost never want to do that anymore.

There are a few exceptions, in TNA Kurt Angle, Sting come to mind immediately. I can not remember the last time Angle won a match clean 1 on 1, and Sting when he's not getting his bi-yearly main event push (this is probably the last one) puts over people like no other star of his level does. Samoa Joe is currently in the process of pushing Crimson to the main event aswell.
In WWE, Undertaker puts people over, but he hasn't been on TV. CM Punk aswell, and when WWE is not pushing John Cena as Superman, he has created the biggest star of the last 5 years IMO, Edge with their 2006 feud, and recently made The Miz an established main eventer. He doesn't need to be shoved down peoples throats anymore, he should be putting people over. The fault is on creative, not him. He is willing to do it whenever asked.
