Unless you are using a well you should have an accessible meter used by the city/county. Turn it off, whether you hire a plumber to do it or pay the city/County.

You say it is not easily accessible but some e has to read it for billing purposes unless you have your own well.

And frankly it is easier and more reliable than trying to do a bunch of other methods.

Turn off water. Run excess water out of sinks. Flush toilets. Put a bit of antifreeze in toilets.

Problem solved as no water in pipes to freeze expand and bust.

Later you can turn back on water, flush toilets... Good to go.
Thats way to easy, as I don't know for sure, but,,, WALDO could actually be borderline genius,,,but one thing I am certain of? He's pretty piss ignorant in the common " horse sense" category.

believe it or not, this town have houses sharing water meters and shutoff valves
they dont care how much water you use and charges every house $100 per month

Sounds like someone on the other end is just being lazy.

Trust me...if they want the water off to one house they can do it.

If someone was using large amounts of water and not paying the bill they would wind up turning the water off.

Furthermore there has to be some kind of access for a plumber to turn the water off to the house if they have to make repairs...that would likely come from the main meter connection.

Chances are there might be one overall meter but there also has to be pipes to go to the individual units somewhere along the way.

And let's say nobody is lying to you and let's say there really is no way to turn the water off (which again defies logic)...it would behoove you, since it is in your best interest short and or long term, to have a shutoff valve placed somewhere going into the residence. Even if it is between the main pipe and the FIRST water source connection INSIDE the residence. So if the main line first goes to the hot water tank...have shut off valves installed there. Someone has to have access to the hot water tank. If it is a wall unit not a tank...the water line still should go into and out of the wall unit. That might be your cheapest idea. Does not cost much to install a shutoff valve. And in the long run it would be a good investment.

Thats just it B.P.,I honestly believe that at the bare dirt ground level, WALDO is kinda helpless in many ways, where the utilization of a slide rule deftly plucked from his ever present plaid checked shirts front mounted pocket protector would be required for him in the determination of which end of a shovel to grab ahold of in order to dig a hole in the groundo_O

* no,I'm serious about this*

turning off the water to one house requires turning off the water to multiple houses.
that i know for sure.
the pipes branch off to each house but i dont know where the branch is.
it is a town of 100 houses and there is no plumber there.
the plumber i know is 1 hour away and there is a wait.
i am going to think about getting a handyman to make a shutoff but the problem is i dont know where the water goes into the house.

Have you ever tried yer' hand at dousing/ divination?
You take a couple welding rods and bend them into the shape of a long barrelled pistol there Wally ,with yer' elbows tucked into the sides of yer' ribs, and with a firm but loose grasp if the 'gun' grips you steadily advance like a two gun pistolero at the O.K. corral, they will swivel & intersect across each other in between yer' hands as you walk over the top of an under ground buried line,,,you will want to run a triangulation pattern for the most promising likely place to dig in order to locate yer' water inlet feed line,,,or you could call that 800 BLUE STAKE NUMBER IN YER PHONE BOOK,,,although they might only respond & mark yer utilities up to yer property line.

i had a contractor work on the house (4 hour drive away from house) a couple years ago. i am going to see if he knows where the water comes in, when i can find him.

You don't have any of the plans for the house? No basement, where the pipes are?

I had a frozen pipe burst in my upstairs bathroom while I was on vacation. The neighbor called my to let me know water was pouring out of my garage. $50k and a month in a half in a hotel with a baby, a cat & a dog. Fun times.
