I think you basically have to keep Tony for next year. The best you will do is save $5M on this year if you trade him. You will need a backup QB taking most of that back. Right now you have a high caliber QB that serves as a backup. Cutting him and signing someone else saves you what? $1-3M? Yeah, no. I will take Romo over a $1-3M/year QB.
Now, trading Romo the following year you can save $16.3M off his $25.2M cap hit.

I would bet anything Jerry is not going to hold him hostage as a backup against Tony's will.
If you think that, you should look at Jerry's moves in the past. 14 million savings if he is a June 1st cut, that is probably going to happen unless someone offers us a deal we can't refuse.
All Romo would have to do is retire if we hold him against his will and we eat it regardless.

Romo a June 1st cut puts you in a much better cap position where you can be aggressive in free agency if you would like but you are also looking at making Martin the top paid guard in the league before the season if that's what he wants.

If Tony released or traded after June 1st, you cannot use that money until after June 1st, them the rules.
If we cut him outright, he costs 10.4 million against this year's cap which is $50k more than he currently is on the books for. But it would save $9.1, 10.1 and 9.1 over 2018, 19 and 20.
If he is a June 1st cut, we save $7.25m in 2017, 1.8m in 2018 and the 10.1 and 9.1 in '19 and '20. There is no reason he can't be a cap casualty.
Post June 1 cut. Over the Cap has 7 mill savings this year, not sure how exact that is but given his dead money would be like 10 mill, it'd be at least 5.
And yeah, they won't do it, and you shove the difference into next year but i'd be thinking about it. I'm hoping he's just continued to have shoulder issues, because his cap of 10 mill and 7+ salary for the production is the definition of a mistake. And I liked him.

Not having Romo on the roster in 2017 "saves" 14M in total cap space.Using Over the Cap as a guide, they have us over the 2017 cap by $6.7MM.
What are the likely moves that will come to free up space and how much space can be created? Certainly Smith and Frederick have contracts made for restructuring and I saw someone else suggest we could open up as much as $19MM of cap space between restructuring the two.
What about Witten? He carries a big cap number of over $12MM for 2017.
Cutting Free carries $2MM in dead money but $5MM in cap savings.
If you trade Romo, it appears another $5MM in cap savings as well.
