Manning and Brady are on a tier all of their own. They are all-timers already.
Depending on where you draw the line, I think Romo is on the second or third tier. He's easily one of the 10 best QBs, and he's probably right in there with the top 5-6.
My own personal ranking goes like this:
1. Manning, Brady.
2. Brees, Roethlisberger, Favre, Romo, Rivers
3. Rogers, Warner, Manning
