That doesn't make sense. If he was "one of the most disruptive players in the NFL" he would already be signed, not looking at a one year offer who isn't "worth top dollar".
Clowney has 32 sacks in 5 healthy seasons. DeMarcus Ware had 117 over 9 seasons in Dallas. That is what a disruptive player actually looks like.
You're equating sacks w/ disruption. Not the same thing.
Clowney = Antonio Smith, a very disruptive player, but only got 6 or 7 sacks per season. Not worth a top dollar contract, but a huge plus to have on your team.
What doesn't make sense is not understanding the difference between sacks and disruption. When you understand that, you'll understand why he's very disruptive and not signed.
If Clowney would've been willing to take a decent contract, he'd already be signed. Guys who disrupt but don't finish simply don't get top dollar.
