Ricky was technically still a Dolphin when he played in the CFL because he did so with their permission. Tank is not a Bear. Once he belongs to a team his suspension begins.
As someone else said, it is in Tank's best interest to sign for the league minimum for 1 year and get his suspension out of the way. He still owes 8 games, not 7.

Yes, the suspension is part of the conduct policy and only those under contract are covered by the conduct policy.
