I've always liked Garcon's game. He's not an impact player, but I do think he'd bring something interesting to the WR group. We need a vet WR2, whether it's Williams or a comparable FA like this one. Those guys are available. Then we need to add a speedster finally from the later rounds of a deep WR draft. The nice thing about both Williams and Butler being not-exceptional is that there are plenty of reasonable options for replacing them both.

I'd do two, The thing about him is that he's never been particularly fast or anything he's just a great route runner tough son of a ***** and has really really good hands none of which fade due to ageI would take Boldin on a cheap one year contract.
