I don't think it should matter either way. I beleive Charles Haily wasn't a good person either. Team is holding on for R. Gregory, signed G. Hardy etc. This is what they do. They want to win at all cost even if it means selling thier souls to achieve that. The question should be is he right now better than D. Wilson, D. Thompson, X. Woods. It would be foolish to think the three aformentioned are better the Earl Thomas, even in his declining play. Which, I think is a statisical anomoly!
It should matter and clearly does matter to some teams. There's a reason why no team sprinted to sign him after he got cut from Baltimore. So yes, teams absolutely take into account things like locker room culture, ability to manage a player who has issues, etc. Sure, Dallas is known for signing these kinds but maybe they shouldn't always do this?
Haley was nearly 3 decades ago, so I am not sure that's applicable. Hardy? He was an issue. He caused friction with coaches and rubbed some teammates the wrong way. I would not classify him as being some sort of success that justifies signing Thomas. Gregory? Gregory has never been a problem in the locker room or had any issues with the coaches. So I am not sure how his situation applies to Thomas.
