This is 100% exactly right.
The Cowboys are actively looking for a bargain. They've convinced themselves that this bargain is a good deal and as result, have also convinced themselves that the top QBs are are not a good idea.
Here's the likely thought process, and logical error that we're making: If Prescott can be a good QB, then we can take him in round 2 or 3 and not have to use 4 on a QB. Therefore, the QBs at 4 are not good QBs.
