Maybe. I dont remember the exact flow of either game, but just a quick look at the box scores the Raider game was a 1 possession game (8 poitns down) going into the 4th quarter. The TB game they were down 2 points going into the 4th so I'm not sure they didnt have time to run the ball more.
The ineffectiveness is a very valid argument. I'm a little bit old school in theory though believing that it is important to stick with a balanced attack though, or at least more balanced than...especially when you are playing Brady on a stacked roster. Burn some clock and keep the opposing defense honest, while keeping your defense fresh and off the field. Not saying it would have had a different ending, after all Tampa used the exact same approach, but Tony Pollard only got 3 carries in the Tampa game which tells me they didn't give it much of a chance. That said though Dak was hot that game and the Cowboys chose to ride him until the end. Missed field goals, lots of penalties, etc. probably played into more of a factor. We could break it down all day, but it's getting into a completely different subject than what was being discussed.
