I think it can be several factors. Dez doesn't look as explosive/confidant as he did in seasons past, but how much is physical and how much mental? How much does the past injuries affect him? We've seen Dez, even durng the Romo years disappear when facing top DBs and his own emotion taking him out of games. Even before Dak, it wasn't unusual to see Dez get moody or lazy as a game progressed.
How much is the actual scheme, we've been running this same basic offense for years. I can think of a number of times opposing defenses were calling out our plays. It's tough to beat your man or get open when everyone knows what you're gonna run. How much more effective would Dez, actually all our WRs, be with a new offense? Beasely basically, only runs two routes, Dez has limited routes, Witt only has a couple routes as well. Would new receivers be any better running the same routes and plays that we do now? I can think of a ton of Romo games where the offense couldn't move the ball for squat, until we were behind and scrapped the game plan and went into Romo playground scramble mode. It's been said long before Dak arrived, Tony covered a lot of coaching warts.
How much is on Dak? He hasn't looked good, many inaccurate passes, missing some reads. Dak is in his second year, he doesn't have the experience Tony did, especially in reading defenses and changing plays. Everyone knows that Dez's biggest strength is to go up after contested balls, Tony threw those type balls well. Dak has been coached from the beginning to not take chances, don't force balls, does he trust Dez enough or his own accuracy enough to throw those? There's more pressure on him to have to make those type plays now, and pass protection has been horrendous.
I think it's a combination of things. His production right now, isn't worth the contract, but I also don't think it's all on Dez.
