Since Stephen is saying Ciskowski still builds the board, I wonder if that is "fact" enough for people around here, since "facts" are such a big deal in here.

Jones and Johnson arrived in 1989. The Cowboys won Super Bowls after the 1992, 1993 and 1995 seasons.
“Jerry was trying to pay for the Cowboys those first three or four years,” Johnson said. “That’s the way it was.”
Jones did not respond to an interview request Wednesday.
In a May 21, 1989 Dallas Morning News story detailing Johnson’s authority with the Cowboys, Jones was quoted saying, “Jimmy is coach and chief executive officer of the Dallas Cowboys. Jimmy has the capacity to run major corporations, so he can certainly handle the Cowboys. It’s a unique situation, but he has unique abilities.”
But Johnson said Jones wanted more credit when he realized the business end of the Cowboys was not quite as glamorous as the day-to-day football operation.
“In the third or fourth year, Jerry said, ‘I want to be part of this. Nobody cares how much money I make, they want to know about a second-string guard,’“ Johnson said.
Johnson said when the Cowboys traded with Atlanta for defensive tackle Tony Casillas in training camp before the 1991 season, he was surprised to hear Jones taking credit. Johnson said when he told Jones about the trade, the owner was not familiar with Casillas, who had played at the University of Oklahoma and been the second pick of the 1986 draft.
“I was steamed,” Johnson said.
Johnson said when he negotiated subsequent contracts with Jones, the Cowboys owner was “always very adamant” that clauses detailing Johnson’s control be removed.
“It was always a sticking point with Jerry,” Johnson said. “I would never agree.”
Coincidentally, the Cowboys’ victory over the Buffalo Bills in Super Bowl XXVIII was the last game Johnson coached for Jones and the Cowboys. It was at the Georgia Dome, the same place Jones made his comments Sunday. The two had a famous parting of the ways that allowed Jones to bring in Barry Switzer from 1994-97.
The Cowboys won one playoff game in 1996 and one more since.
“I never said Jerry was not 100 percent into his job and the Cowboys,” Johnson said. “I just want facts to be facts.”

They were quoting Jerry, not Stephen.
Stephen has since said that McClay is putting the board together. Stephen just discussed it recently on local sports talk radio.

There has been a lot of scuttlebutt over who is putting together the Cowboys draft board this season: assistant director of player personnel Will McClay or college scouting director Tom Ciskowki.
Vice-president Stephen Jones said the ultimate decision maker remains the same one its always been _ owner Jerry Jones.
“Jerry is in charge of the board,” Stephen Jones said. “The final board..Jerry is in charge of it.”
Stephen Jones said the Cowboys will have a consensus of staff putting the board together leading up to the draft, including Ciskowski, McClay and coach Jason Garrett.
But he reiterated that the owner has the final say on who goes on the board.

So Jerry says it, but Stephen makes a comment on talk radio? Well, sounds like proof, right?
I can't link to a Sport Talk radio conversation.
There probably are some links to Broaddus saying that McClay is going to be doing it. I know that he has also said it on local sport talk radio.
Let me get back with you in 7 days. A lot (good and bad) can happen between now and then.

McClay was given the EXACT title held by Cisnowski in the years he built the draft board.
On local radio roles have been discussed and Tom C is just the scouting director.
He builds the scouting profile and rankings but McClay gets that on the same page as the pro group.
McClay is now 3rd ranking member of FO as direct asst to Stephen Jones who is the de facto day to day GM.
Jerry is really more a tie-breaker, final decision maker on financial matters and overall King.

Cisnowski was given permission this off-season to interview for a GM job(Colts).
Hopefully they give us multiple views into the War room. And he is sitting opposite the trio.I disagree. I feel the GM is responsible for the teams fiscal abilities first & foremost. Making Trades is # 2 on that list. Anything after that comes from a guy like McShay or similar in capacity.
No GM does the grunt work or pouring through hours upon hours of film. They may decide what to do fiscally with a player. Anything else you may hear is BS and we are Told for various reasons.
There's no way I will every believe Jerry, or Stephen for that matter, sits in the draft room and picks a player based upon their own work. It's based upon what the consensus opinion is between scouting departments, coaches, etc. McClay is now the ultimate opinion of those groups combined. He in effect is the guy who says "Jerry, Stephen this is the best pick/player/move for the Dallas Cowboys".
He is the reason we have Frederick & Terrance vs just Floyd and a year long pouting match that would ensue. Between various personalities.
