Dak's flat footed over throws are always going to be there. Dak struggling to throw floaters is always going to be there. But his timing with his wide receivers will get better and his downfield accuracy will get better. He really needs to learn how to throw the ball away instead of taking sacks. 26 to 28 a year is fair.

Footwork drills demonstrate an improvement in game performance. Consider that Dak has stated he did not work on his foot mechanics very much before going pro due to his college spread shotgun offense..
He has shown improvement in his drop back, follow throw, and stepping around the pocket already. He does not look remotely polished like say Drew Brees. Not saying he has that type of ceiling.
I do agree that the touch throws are likely never going to show up. He tries to throw past defenders with their backs turned but fitting intermediate throws over people has never really been a thing he tries often. He mostly leverages throws in that area.
Cobb, Cooper, Witten, Zeke, Jarwin and Pollard should get decent separation for him. Dak is accurate enough to farm the middle of the field working with them.
His decision making in response to pressure is his biggest weakness right now. The sacks are bad enough but he fumbles the ball a lot too. He needs better discipline handling the ball. I hope the game continues to slow down for him. Staring down routes doesn't help.
