Shanahan had full and total control of the entire org.
It was his decision whether or not to make the trade. It was his decision to hire Haslett. It was his decision to go with Rex/Beck in 2011 and sign mediocre FAs rather then totally tank the season and have a legit shot at Luck
The 36M dollar cap penalty+the RG3 trade were crippling. Shanny's ego only made things worse, and a bad situation unteneble.
The best thing that could happen for the team is to quickly move on from RG3 (which it appears the team is doing) let Jay do his thing the way he wants to in order to get a good evaluation on him, and then either give him time or let GMSM pick his coach and continue to draft well.
If you truly believe the RGIII trade was without influence from Snyder (or more accurately primarily driven by Snyder) then you are in fact more gullible than I thought (which is further backed up by the suck for Luck support you just demonstrated).
