This comes down to coaching first and foremost, and secondly being on the same page with the QB, there is absolutely no doubt in my mind that Dez has all the physical tools to be a great WR.

As for Romo not looking his way... anyone think maybe the Cowboys were using him as a decoy similar to how they used Witten in the first game? Dez has a hip injury and probably one that he shouldn't have played on. Just an alternative theory to the Romo doesn't trust Dez anymore. After last week, he may have lost some trust, but not to the point of completely ignoring him.
