I think going forward, he league should defer to law enforcement/prosecutors.
If charges are not filed or dropped for whatever reason, defer to that decision.
If "conduct detrimental to the league" & its image is important to the owners & league, then Goodell is guilty of exhibiting behavior that is detrimental to the league.
