As of 2018 teams can thanks to the Broncos submitting and getting the rule changed.

Now, Gilmore was on the PUP, but maybe it's the same designation when it comes to trading injured players not on the active roster.

He is better than he was last year. And they are a pretty solid team. I think even a middling Darnold has them in contention for a WC

I think, possibly, teams cannot CUT vested players on IR.
